perfectly flat table with sandpaper and water with a perfectly flat piece to hold the washer to sand it down...kinda like what they use for valve bodies in a trans shop might do it....I say give it a try....

Good luck finding a perfectly flat table. When we did lapping/sanding of flat surfaces in a shop we used sheets of glass or special machined pieces of steel.
