The manual shut-off should have a spring on it, that pulls it towards the front of the engine. To turn it off, you pull the lever towards the back of the engine; it's supposed to spring back to the "run" position as soon as you finish pulling it back.
Are you sure that 12 volts is being given to the fuel shut-off solenoid? It needs 12 volts to run.
