91 5.9 Cranks but wont start

I am trying to get this engine to run but it simply cranks over and wont fire. If i give it a small shot of ether it will fire. I have an electric fuel pump on it that gives around 20 psi. I also have the fuel shutoff lever pushed forward. I have bled the injectors and they seem to be ok. Which way does the fuel shutoff need to be pulled? I cant get my fuel shutoff solenoid to work so i am trying to pull the arm manually. Any ideas?? Thanks, Jason
92 chevy 4x4 91 non intercooled engine nv4500 valair clutch, full fuel screw turned 2 turns, slightly ground fuel cone, 366 spring, stock baby h1c , stock lift pump, timing to head and autometer ultralite boost and pyro. 17 second race truck!!

The manual shut-off should have a spring on it, that pulls it towards the front of the engine. To turn it off, you pull the lever towards the back of the engine; it's supposed to spring back to the "run" position as soon as you finish pulling it back.

Are you sure that 12 volts is being given to the fuel shut-off solenoid? It needs 12 volts to run.

if the 12v solenoid isnt working - it doesnt matter what you do with the manual one as the 12v one is still shuttin fuel off untill it is energized

Remove the selinoid and take out the spring and plunger, then reinstall and rebleed pump. Crack 3 injector lines and it will start then reattach one at a time. Idle will clear up as air is removed.

With the shutoff lever pulled i can run my fuel pump and get fuel out of the injectors? Doesnt that mean my shutoff lever is actually open?
