Ya a p-pump in a 3.0 class will still make huge hp because its fine to run at 4000rpm. For us rotary guys our power seems to happen much lower no matter what we do. The 2.6 class would also help in that the smaller charger will spool faster which is what are trucks love.
O ring, Stud, Port, 60lb Spring, Upgrade Valve seals, Cam shaft, Upgraded intercooler and piping, pull the grid heaters, 64/71/14 turbo(or 62mm, what ever is legal), 4" exaust, upgraded fuel pump, 1/2" lines, 14mm head and rotor in injection pump, fuel pin, big edm sticks (6-16, 6-18), and trans that can take the abuse preferably with a lock-up converter, and a locker in the front and rear diffs.
That should give you aprox 500whp in a serious pulling truck that should compete in most of the local 2.6 class events. Now I know that some of those things arent really allowed in stock class but can you really tell? (like injectors and IP mods)
